Al-Qadeer is the One whose power is perfect and complete. By His power He brought everything into existence, by it He arranges all affairs, by it He fashioned and perfected creation. The One who, when He wills a thing, merely says 'Be!' and it is.

Allahumma innaka taqdiru wa la aqdiru wa ta'lamu wa la a'lamu wa anta 'allamul-ghuyoob

O Allah, You have power and I have no power, You know and I do not know, and You are the Knower of the unseen.
